The Albanian "invasion", first step of Project BULGRAVIA
According to documents posted by Anthony Bosnakoudis on his website, Scientology intends to create a "homeland" of sorts in the Balkans, encompassing portions of BULgaria, GReece, Albania, and YugoslaVIA: BULGRAVIA.

Albania was the logical choice as first step in this process. Newly emergent from totalitarian government rule, chaotic, in need of so many basic services, it was the perfect "mark". I'm sure Co$ envisioned themselves blowing in with great fanfare and energy and dazzling the Albanians with The Tech. Not just a religious missionary effort, but a grand infiltration of all aspects of Albanian society.

Current events have rendered Scientology's plan irrelevant (for the time being, anyway—Co$ may not easily give up this idea). The Albanians have their hands full trying to accommodate hundreds of thousands of refugees from Kosovo.
Salvation is at hand, however…at least according to the Bookstore Officer AOSHUK, in a letter requesting donations for the cause:
"But what is their biggest, brightest hope? — You got it — SCIENTOLOGY (r)."

One can assume then that Scientology is taking a leading role in the relief efforts in its prospective homeland, and that these efforts are just one more example of Scientology's famous good works and social betterment.

Hmm, several religious organizations: Friends, Jews, Baptists, Catholics, Lutherans, Salvation Army. Where is the CHURCH of Scientology? Where are all those "Scientologists In Action"?
Oh yeah, I forgot:
LRH says in the article, The Limitations of Homo Novis, 'This universe is a rough universe. It is a terrible and deadly universe. Only the strong survive it, only the ruthless can own it. Given one weak spot a being cannot long endure, for this universe will search it out and enlarge it and probe it until that weak spot is a festering wound so large that the being is engulfed by his own sores.'
The Kosovar refugees are not strong; in fact, they "cannot long endure" with no shelter, no food, no health or sanitation services, and no money. They will become a "festering wound" in Scientology's BULGRAVIA. Since the Church is in the business of "making the able more able", it cannot be bothered with these unfortunates.
Perhaps Co$ should give up its plan to move into Albania and instead target the "more able" Serbians. They seem to understand how to "dispose of [their enemies] quietly and without sorrow". Well, I guess they haven't been doing that very quietly, have they? I hear Scientology can help with that.
