11.9. In discussing the manner in which Scientology is advertised reference has been made to the tendency to make use of extravagant claims. The Commission does not, however, recommend that any positive steps to be taken in this regard. These methods represent the particular form of puffing employed by Mr. Hubbard and the various Scientology organizations. In following these methods they do not use methods strikingly different from those used by many, if not most, present day commercial enterprises which utilise public communication media for advertising purposes. 179
