Subject: Revenge Picket and My Possible Eviction

As you may know on Saturday, March 13, 1999, I picketed the Sacramento Org at 15th and G St. from about 12:30pm to 1:30pm. Today March 15, 1999, at about 2pm, while I was checking my mail the apartment complex manager called me into her office and told me that members of the Church of Scientology had once more picketed the apartment complex.

3 counter picketers were out in front of the apartment gate on a public right-of-way with signs that had my real name and "The Face of Religious Bigotry". A blown up photo of your truly was also glued to their picket signs. No doubt that this photo of me was taken at any number of previous pickets I have attended. It should be noted that the complex has a closed circuit TV monitor that records the front (and only) gate 24 hours a day and that a video tape record is kept for just these sorts of incidents.

Since I have been picketed at my home before the complex manager knew who was behind the picket and she called the local Org. She ended up speaking with the Orgs public relations person "Erica" to complain about the counter picketers. With in minutes of her call the counter picketers were gone.

The manager has stated that she supports my right to picket and she is appalled at Scientology¹s behavior, however there some 150 other tenants that live here and they have the rights as well. The complex manager stated that further pickets of the apartment complex could cause the owners of the complex to ask me to vacate the premises, i.e. evicted. At that point she gave me "Erica¹s" phone number (916-448-5891), apparently "Erica" wants to have a meeting where her and I can come to a compromise in regards to my beef with Scientology. I am looking into seeing what exactly the local picketing laws for Sacramento County are. A few of the questions I¹m looking into are:

1, Is it legal to picket residential areas in Sacramento County?
2, Is a permit required for picketing in Sacramento county?
3, What are my rights as a tenant regarding these actions and my possible eviction?
4, Other options

I do wish to work towards a compromise that protects my right to freedom of expression and the other apartment complex tenants right to privacy and to be free of harassment. At the same time I have no problems in retaining an attorney to protect my rights.

I realize that I will receive a ton of e-mail regarding this subject. I would like to thank all of you in advance for any support and advice offered. With luck I hope a solution will be worked out.
